The box was opened to confirm inventory. It is complete except for elbow. You will need to buy the Coupler attachment elbow. Those are available on Amazon or local bike shop for less than .

Essentially, I purchased this for a 4 day trip on the C&O Canal Towpath. It was cheap but it didn't get shipped to me until after my trip was over. I put it in the garage and forgot about it so I couldn't return it as I found it was missing a whole tire! I contacted Pacific Cycle and got a new tire. Now I don't need the carrier at all.
